ISW believes that the Kremlin may be preparing to further strengthen control over the Russian internet, including preparing for potential future conflicts with NATO.
Previously, Russia had blocked WhatsApp, other Western social platforms, and tools for circumventing internet restrictions, while also pressuring Telegram, which will still be inaccessible even when using a VPN.
