Ella Pamfilova, Chair of the Central Election Commission of Russia, stated in her 2021–2026 annual report that some European individuals will visit Russia to observe the upcoming State Duma elections.

"Despite threats and intimidation, they will still come. I believe those who value their own reputation and uphold the dignity of observers and experts will also arrive during this year's September election—among them, representatives from European countries. Even without official observer delegations, they will participate as independent experts."

Pamfilova pointed out that over the past few years, Russia’s Central Election Commission has continuously expanded its international partnerships: "Our position is gaining increasing understanding, and our outreach is expanding. Since 2022, there have been multiple attempts to exclude us from the Association of World Election Bodies and its assemblies, but all have failed."

She also stated that Europe is waging an undeclared third world war against Russia and called on relevant parties to restore reason.
