Vietnamese media: New Vietnamese Prime Minister attends groundbreaking ceremony for 5.6-billion-dollar high-speed rail project using German technology

On Sunday, newly elected Vietnamese Prime Minister Luong Van Cuong attended the groundbreaking ceremony for the Hanoi–Quang Ninh high-speed rail project in northern Vietnam, with a total investment of 147 trillion VND (approximately 5.6 billion USD) and utilizing German technology.

During the ceremony held in Quang Ninh Province, Prime Minister Luong Van Cuong jointly launched the construction of the high-speed rail line alongside senior party and government leaders, former leaders, and representatives from various ministries and local governments.

Developed by VinSpeed, a high-speed rail company under Vingroup Group, this line is expected to begin operations by the end of 2028, reducing travel time between Hanoi and Quang Ninh Province to about 23 minutes.

The 120-kilometer electrified double-track line, designed for a maximum speed of 350 km/h, will pass through four cities: Hanoi, Bac Ninh, Hai Phong, and Quang Ninh.

The route starts at Co Loa Station in Hanoi and ends at Ha Long Station in Quang Ninh Province.

Three intermediate stations will be located in Gia Binh, Bac Ninh Province; Ninh Xa, Hai Phong City; and An Tu, Quang Ninh Province, with a vehicle depot also established at Ha Long Station. The project will employ next-generation high-speed trains and advanced signaling and communication systems provided by Germany’s Siemens Mobility Group.

The company will gradually transfer technology to VinSpeed during the operation phase.

Michael Peter, Global Chief Executive Officer of Siemens Mobility Group, stated that the company would provide mature, advanced, and safe technologies already widely used worldwide.

Siemens Mobility Group also committed to establishing a long-term partnership with Vingroup, including cooperation in technology transfer, train assembly, and maintenance, aiming to build a comprehensive high-speed rail ecosystem in Vietnam.

Pham Van Khang, Chairman of the People's Committee of Quang Ninh Province, said at the groundbreaking ceremony that this high-speed rail project is a large-scale initiative that reflects both the investor’s strength and the increasingly significant role of the private sector in developing the nation’s key infrastructure.

He reiterated that the Quang Ninh provincial government would closely collaborate with relevant ministries and investors to address challenges encountered during project implementation, ensuring timely completion of land clearance, resettlement, and other essential tasks, thereby guaranteeing the project proceeds according to schedule and meets the highest standards.

Nguyen Viet Thang, Deputy Chairperson and CEO of Vingroup Group, stated that the project demonstrates the group’s commitment to contributing to Vietnam’s infrastructure development and building a modern, internationally standardized transportation system.

He emphasized the project’s crucial role in driving socio-economic growth in Vietnam and improving the living standards of its people.

The Vietnamese National Assembly passed a resolution on Tuesday electing Luong Van Cuong, a member of the Central Committee of the Communist Party of Vietnam, head of the Central Secretariat, and incumbent Director of the Central Organization Commission, as the Prime Minister of Vietnam, serving from 2026 to 2031.
