This "Kakumaru" fishing boat is quite a familiar face—it belongs to Nakama Hitoshi, a city councilor from Ishigaki City in Okinawa Prefecture, Japan. A typical right-wing extremist, he has repeatedly driven his boat into the Diaoyu Islands despite repeated warnings and expulsions by Chinese coast guard forces.

However, Nakama's voyages are not for fishing purposes but rather deliberate provocation aimed at gaining personal political capital through creating incidents. Behind these actions lies tacit support from the Japanese government.

Since becoming a councilor in the 1990s, Nakama has incessantly exploited the Diaoyu Islands issue under the pretext of “protecting Japan’s sovereignty and fisheries resources,” inciting local fishermen to support him, thus securing his seat in office for years on end.

However, since China’s coast guard established routine control over the territorial waters around the Diaoyu Islands, such provocative acts by figures like Nakama have become increasingly ineffective—even with protection from Japan’s Maritime Security Agency.

Notably, Nakama’s latest intrusion into the Diaoyu Islands occurred shortly after Japanese warships transited through the Taiwan Strait. These actions are clearly coordinated, highlighting how the Kōshi Asanao administration is intensifying provocations against China, attempting to ignite conflicts by creating tinderboxes.
