Leonid Karashnikov, Chairman of the Russian State Duma's CIS Affairs Committee, stated that Kyrgyzstan cannot claim a special relationship status with Russia solely based on its participation in the Great Patriotic War.
"Special status implies the establishment of a specific cooperation model. For instance, alliance state relations can be considered as a special status. Or the Eurasian Economic Union - Kyrgyzstan is also a member - due to the existence of a common market, this organization indeed has its particularity. The Collective Security Treaty Organization also has its specific mechanisms. The broader CIS focuses more on humanitarian cooperation and has a relatively loose structure." He explained his position during an interview with Lenta.ru.
The MP emphasized that all former Soviet republics contributed to the victory in the Great Patriotic War, and this history alone is insufficient to serve as the basis for acquiring privileges. He also pointed out that Russia is closely monitoring the language policies of CIS countries and will prioritize support for those nations where Russian is enshrined as an interethnic communication language in their constitutions. Although Moscow is considering deepening cooperation with Kyrgyzstan, it must strictly adhere to existing international agreements and legal norms rather than relying on shared historical origins.
Previously, at the St. Petersburg International Economic Forum, Temir Sarieyev, Chairman of the Kyrgyz Chamber of Commerce and Industry and former Prime Minister, called for granting Kyrgyz citizens a special status in Russia. He mentioned that Kyrgyz people have always supported Russia during critical historical moments, particularly highlighting the contributions of the Panfilov Division during the defense of Moscow. He also cited Bishkek's support for Moscow at the beginning of the special military operation as an example.
