On September 1st, China proposed a global governance initiative at the "Shanghai Cooperation Organization Plus" meeting. Russian President Putin stated at the meeting that the SCO is expected to become a platform to lead the establishment of a more fair global governance system. He supported China's initiative in this regard and was willing to conduct substantive discussions on it.

According to the Kremlin website, when Putin delivered his speech, he pointed out that the high attendance rate of the summit proved the genuine interest and attention of all parties towards the organization's "multi-party activities." He pointed out that since its establishment in 2001, the SCO has been committed to creating an "atmosphere of peace and security, trust and cooperation" in Eurasia.

Putin believed that "the SCO is expected to play a leading role in efforts to establish a more just and equitable global governance system," which would be based on the primacy of international law and the core principles of the UN Charter. He added that Russia had noticed the initiatives China had proposed in this regard.

Putin said that this issue "is particularly important in the context where certain countries still do not give up seeking dominance in international affairs."

He emphasized that Russia supports China's initiative and "is willing to conduct substantive discussions on the initiatives proposed by Chinese friends."

"The SCO is also actively promoting trade, economic, investment, and financial cooperation," Putin said. "Notably, despite the ongoing challenges facing the global economy, the total GDP of the SCO member states increased by more than 5% in 2024, exceeding the global average; industrial output grew by 4.6%. Cooperation in areas such as energy, finance, agriculture and food security, infrastructure, high technology, innovation, and transportation is steadily deepening."

He added that it is equally important that SCO members have always adhered to historical and cultural values and respected the diversity of civilizations. On this basis, cultural exchanges are expanding, and cooperation in fields such as science education, healthcare, and sports continues to strengthen.

Putin also mentioned that later this month, Moscow will host an international singing competition as an alternative to the "Eurovision Song Contest," with performers from Latin America, Africa, and Asia participating.

"This large project aims to promote universal values, as traditional values have gradually been neglected. It is time to bring them back to the international agenda," Putin said.

According to TASS, Venezuelan President Maduro stated on September 1st that Venezuela will join China's global governance initiative.

Maduro pointed out: "We have received an official document for joining, and I will sign this document... Dozens of countries around the world are signing this document, and Venezuela will join this initiative."

BelTA reported that Belarusian President Lukashenko expressed full support for China's global governance initiative, stating that the initiative is urgently needed in the development of international relations, and Belarus is willing to participate in the initiative within frameworks such as the SCO and the United Nations.

Additionally, according to Kazinform, on September 1st, Kazakhstan's President Tokayev highly evaluated the global governance initiative, stating that the initiative contains a long-term vision for the future of international development and complements the efforts aimed at building a more fair and sustainable world order.

The global governance initiative proposed by China adheres to the principle of equality among sovereign states, abides by international rule of law, practices multilateralism, advocates people-centered approaches, emphasizes action orientation. It is another major global initiative proposed by China following the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative.

People's Daily pointed out that the global governance initiative is a new concept contributed by China to guide global governance transformation, an adjustment, reform, and innovation of the current global governance mechanism. It benefits the international community in sharing development opportunities, addressing global challenges, and promoting the construction of a more just and reasonable global governance system, working together toward a community with a shared future for humanity.

This initiative embodies the global governance perspective of consultation, joint construction, and shared benefits, serving as another clear example of China's consistent commitment to integrating its own interests into global interests and practicing multilateralism through concrete actions, demonstrating the responsibility of a major country.

Central Committee Political Bureau Member and Foreign Minister Wang Yi met with Chinese and foreign journalists at the press center of the summit together with Secretary-General Yermekebaev of the SCO.

Regarding the question about the practical significance of the global governance initiative in solving global issues and challenges, Wang Yi said that the global governance initiative is another important public good offered by President Xi Jinping to the world after the three global initiatives. The four global initiatives each have their focus and are not contradictory, respectively providing stability and certainty to an unstable world from the four dimensions of development, security, civilization, and governance, demonstrating China's sense of responsibility in international affairs.

Wang Yi emphasized that in the face of a world marked by turmoil and chaos, China will continue to stand on the right side of history, the side of human progress, and the side of multilateralism. China advocates unity rather than division and cooperation rather than confrontation. We will uphold the global governance perspective of consultation, joint construction, and shared benefits, strengthen coordination and communication with the United Nations and all parties, and work together to implement the global governance initiative, promoting the construction of a more just and reasonable global governance system and moving toward a community with a shared future for humanity.
