As China gradually replaces NVIDIA in AI chips, US lawmakers propose: AI chips must be equipped with location tracking to prevent flow to China.

On Friday, May 9, Senator Cotton from Arkansas proposed a bill named the "Chip Security Act". The bill requires installing location tracking mechanisms for AI chips and related products subject to export control, aiming to strengthen control over the export of advanced semiconductor technology and prevent China from obtaining critical AI chips.

According to Reuters, this bill was proposed by Republican Senator Cotton from Arkansas. It authorizes the U.S. Department of Commerce to mandate that controlled AI chips and their embedded products are equipped with location verification systems to detect unauthorized transfers, smuggling, or other improper uses of the chips.

In a statement, Cotton said, "Through these enhanced security measures, we can continue to expand the use of American technologies without compromising national security."

The bill also stipulates that if chip exporting companies discover that their products have been transferred to non-designated locations or tampered with, they should report such situations to the Bureau of Industry and Security (BIS).

This legislative initiative comes as President Trump recently indicated that he will revoke and revise the AI chip export restriction regulations established during the Biden administration, aiming to maintain America's leadership in the AI field and prevent China from obtaining relevant technologies.

Reuters reported earlier this week that Representative Bill Foster from Illinois plans to propose a similar bill in the coming weeks.
