On July 20th, while Chinese coast guard vessels were conducting routine patrols at Ren'ai Reef, armed Filipino personnel aboard the Sierra Madre suddenly launched two speedboats to intercept our lawful law enforcement operations. During this process, the Filipinos on the small boats initiated the attack first, wielding oars and wooden sticks and directly striking our law enforcement officers.
