According to Xu's disclosure, during the 2024 budget review period, Romualdez also told him that the president was in a bad mood because he hadn't received the money for a long time, which led to this emergency delivery of 1 billion pesos.

He delivered 200 million pesos on December 2nd, and another 800 million pesos on December 5th, all received by internal government officials and directly sent to the new house purchased by the president.
