Answer: According to the "Law of the People's Republic of China on Counteracting Foreign Sanctions", the "Provisions on the Unreliable Entities List" and relevant regulations, the mechanism for the Unreliable Entities List issued announcements on March 4, 2025, and April 4, 2025, adding a batch of U.S. entities to the Unreliable Entities List and taking corresponding measures. In order to implement the consensus of the Sino-US Kuala Lumpur economic and trade consultations, China has decided to suspend the measures related to the announcement dated April 4 (Announcement No. 7 of the Unreliable Entities List Mechanism, 2025) for one year starting from November 10, 2025, and to stop the measures related to the announcement dated March 4 (Announcement No. 5 and 6 of the Unreliable Entities List Mechanism, 2025). According to the relevant provisions of the "Provisions on the Unreliable Entities List", domestic enterprises may apply to conduct transactions with the aforementioned entities, and the Unreliable Entities List Mechanism will legally review the applications and approve those that meet the conditions.

Question: There are reports that according to the consensus of the Sino-US Kuala Lumpur economic and trade consultations, China will adjust a batch of non-tariff measures against the United States. What are your considerations regarding the export control list?
Answer: According to the relevant laws and regulations on export control, the Ministry of Commerce issued Announcement No. 13 and 21 in 2025 on March 4 and April 4 respectively, adding a total of 31 U.S. entities to the export control list, prohibiting exports of dual-use items to them. In order to implement the consensus of the Sino-US Kuala Lumpur economic and trade consultations, China has decided that starting from November 10, 2025, the relevant measures related to Announcement No. 13 will be stopped for 15 U.S. entities, and the relevant measures related to Announcement No. 21 will be suspended for one year for 16 U.S. entities. If export operators need to export dual-use items to the aforementioned entities, they shall submit an application to the Ministry of Commerce in accordance with the relevant provisions of the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China". The Ministry of Commerce will conduct a legal and regulated review, and grant permission if the conditions are met.
