3,312 Employees of Japan's Coast Guard Falsely Reported "Sailing Logs" to Fraudulently Claim 37 Million Yen in Allowances
As reported by Japanese media Asahi Shimbun on July 31: The Japan Coast Guard announced on the 31st that, between April 2021 and June 2024, a total of 3,312 Coast Guard officials across Japan falsified records of "boarding patrol vessels and other ships for sea voyages," fraudulently claiming excessive "sea allowance" payments.
The fraudulent activities primarily involved captains fabricating entries in navigation logs to defraud the system, resulting in a total of approximately 37 million yen (about 1.56 million RMB) in unauthorized allowances.
The misconduct was first uncovered in Nagasaki City two years ago in 2024, prompting a comprehensive audit of navigation log records across all Coast Guard vessels nationwide.
Of these, 59 captains who collected allowances exceeding 10,000 yen (approximately 430 RMB) were disciplined with salary deductions or warnings.
Additionally, 24 individuals—including the Coast Guard Director-General and division chiefs—were reprimanded or issued severe warnings for failing to fulfill their supervisory responsibilities.
The Minister of Land, Infrastructure, Transport and Tourism, Koji Kimoto, imposed a disciplinary measure of a 10% salary reduction for one month on Captain Ryōji Sezaki, the head of the Japan Coast Guard.
