10 Achievements Reached in Foreign Ministers' Talks Between China and India

According to a message on the website of the Ministry of Foreign Affairs, on August 19, 2025, local time, the 24th meeting between the special envoys of China and India on the boundary issue was held in New Delhi, India. The Chinese special envoy, Wang Yi, member of the Political Bureau of the CPC Central Committee and head of the Central Foreign Affairs Commission, met with the Indian special envoy, National Security Advisor Dalveer Bhandari, following the strategic guidance of the leaders of the two countries. Both sides exchanged candid and in-depth views on the boundary issue in a positive and constructive manner, and reached the following 10 points of consensus:

First, both sides positively evaluated the progress made in implementing the important consensus of the leaders since the Kazan summit, and believed that the border area has remained peaceful and stable since the 23rd meeting of the special envoys.

Second, both sides reiterated the importance of maintaining peace and stability in the border area, emphasized the need to properly resolve relevant issues through friendly consultation, and promote the overall development of Sino-Indian relations.

Third, both sides agreed to approach the boundary issue from the political perspective of the overall situation of the bilateral relationship, and seek a fair, reasonable, and acceptable framework for resolving the boundary issue in accordance with the 2005 bilateral agreement on political guiding principles.

Fourth, both sides agreed to establish a boundary demarcation expert group under the framework of the China-India Border Affairs Consultation and Coordination Mechanism (WMCC) to explore advancing boundary negotiations in areas where conditions are mature.

Fifth, both sides agreed to set up a working group under the framework of the China-India Border Affairs Consultation and Coordination Mechanism to promote effective control over the border and maintain peace and stability in the border area.

Sixth, in addition to the existing general-level talks in the western sector of the border, a general-level talks mechanism will be established in the eastern and central sectors of the border, and a new round of general-level talks in the western sector will be held as soon as possible.

Seventh, both sides agreed to give full play to the role of the diplomatic and military channels' border control mechanisms, first reach an agreement on the principles and methods, and promote the de-escalation and management process.

Eighth, both sides exchanged views on cooperation on transboundary rivers and agreed to give full play to the role of the senior-level mechanism for transboundary rivers between the two countries, and maintain communication on the renewal of the relevant memorandum of understanding on flood information sharing. The Chinese side agreed to share emergency hydrological information of the relevant rivers with the Indian side based on the principle of humanity.

Ninth, both sides agreed to reopen three traditional border trade markets: Renqinggang-Changgu, Pulan-Gongji, and Jiuba-Nangjia.

Tenth, both sides agreed that the 25th meeting of the special envoys will be held in China in 2026.
