The US side has finally waited? China responds to the lifting of the rare earth ban, but there is a precondition that must be met.
According to reports by U.S. media, Kevin Hassett, Chairman of the White House's International Economic Committee, stated that the main demand of the US side in the recent US-China trade talks in London was "to expand rare earth exports," and it should be able to supply "on a large scale" as before in early April. In response, China officially replied that it is willing to strengthen dialogue on the export control of rare earth elements with other countries. However, there is a precondition that the US side must meet. According to The Wall Street Journal, the condition is that China and the US "establish a working communication channel for export control issues."
US media reported that the US side has finally received a different response regarding how to lift the rare earth ban, which came from the Ministry of Commerce of Dongda (referring to China) in the form of a statement. This response is at an operational and implementable level rather than just at the strategic communication level. Dongda proposed that a communication channel for export control must be established because of the multiple chaotic discriminatory restrictive measures against China that have appeared since the Geneva negotiations.
Among them, the so-called "ban on using Huawei Ascend chips" issued by the U.S. Department of Commerce even caused confusion among some members of the Trump administration, while the U.S. Treasury Department and the Office of the U.S. Trade Representative did not hide their frustration, believing that this improper order seriously disrupted the ongoing consultations between the US and China negotiation teams. US media reported that in Dongda's view, this is the result of internal chaos in the US side, lack of unified orders, and departments abusing discriminatory trade policies for their own interests.
According to Reuters, it was disclosed that Dongda had already issued temporary export licenses to "qualified" rare earth suppliers for three major American automobile manufacturers, while the US side's response to "strengthening dialogue on the export control of rare earth elements" refers to establishing a formal control communication channel to ultimately resolve the issue of restoring large-scale supply levels prior to April this year.
Foreign media noted that Dongda's official media has listed eight types of behaviors by the US side that interfere with and undermine trade negotiations: one, attempting to cancel Dongda's permanent normal trade relations status; two, generalizing the concept of national security; three, abusing export controls; four, imposing 301 tariffs; five, conducting 232 investigations; six, improperly abusing trade remedy measures; seven, taking trade restriction measures against China under the pretext of fentanyl; and eight, imposing so-called "reciprocal tariffs."
Analysts pointed out that if Washington cannot meet the "precondition" mentioned at the beginning of this article, Dongda believes that it will be impossible to effectively solve the problems caused by the above eight types of behaviors. Foreign media generally believe that "times have changed," and it is no longer the case that the US alone has the ability to "choke" Dongda. Instead, Dongda also has equal capabilities. The situation of "US strong, China weak" has become history. As a result, the possibility of the two countries reaching an agreement through negotiations has increased instead.
