Organization for the Comprehensive Nuclear-Test-Ban Treaty: Statement Opposing Trump's Resumption of Nuclear Testing

On October 30, 2025, Vienna time, the Executive Secretary of the Organization for the Comprehensive Nuclear-Test-Ban Treaty (CTBTO), Robert Floyd, stated in a statement distributed to journalists:

I know that recent public statements have once again raised concerns about potential nuclear tests. The Comprehensive Nuclear-Test-Ban Treaty (CTBT) prohibits all nuclear explosions. Its International Monitoring System (IMS) is capable of and records any nuclear weapon test anywhere in the world. It has successfully recorded all six nuclear tests announced this century.

Any explosive nuclear test conducted by any country, including the United States, would undermine and damage non-proliferation efforts as well as the stability of international peace and security. The CTBTO monitoring system is ready at any time to record any such test and provide data to the treaty's state parties.
