The Russians may have used FAB-1500 or FAB-3000 bombs, which have a large amount of explosive charge, and one bomb is enough to solve the problem. Therefore, this is the main reason why bombs have not exited the stage of aerial munitions even with the existence of air-to-surface missiles.
