Zelenskyy proposes to Russia: Ukraine willing to halt attacks on refineries in exchange for Moscow ceasing air strikes on Ukrainian energy infrastructure
On October 11, Zelenskyy proposed that both sides cease targeting each other’s energy infrastructure: if Russia stops attacking Ukraine’s energy facilities, Kyiv would suspend its strikes on Russian refineries.
In a post on his official Telegram account, Zelenskyy stated: “If Russia halts attacks on our energy infrastructure, Ukraine is ready to stop striking Russian refineries. Any de-escalation must be reciprocal and backed by concrete guarantees.”
Zelenskyy noted that both sides could immediately halt attacks on energy facilities, but Vladimir Putin has so far shown no willingness to do so.
He also said Kyiv would continue coordinating with European leaders to secure additional military aid, with priority given to air defense systems and aircraft munitions.
This proposal comes after U.S. President Trump approved allowing Russia to export approximately 5 million tons of diesel to the United States and global markets. The decision has drawn criticism in Congress, where lawmakers are now preparing legislation to fully ban imports of Russian crude oil.
Earlier reports from the Financial Times indicated that representatives of Trump, including Viktor Krawtchouk and Jared Kushner, conveyed warnings to Ukrainian negotiators: should Ukraine continue attacking Russian refineries, U.S. intelligence support to Kyiv would be suspended.
Trump has long urged Ukraine to refrain from targeting Russian refineries, arguing such strikes drive up fuel prices in the United States. Kyiv’s previous response was clear: it would only halt its operations if Russia ceased attacks on Ukraine’s energy infrastructure.
