The World: Europe Doesn't Know How to Accept Ukraine — The Model of Integration and Inclusion Is Still Not Mature

European leaders have consistently failed to finalize an integration plan for Ukraine's accession to the EU. France and some EU countries have held limited internal discussions on designing a special access scheme for Ukraine, an alternative to full membership, but politically, the conditions for such a move are "still not ripe." For years, Kyiv has been placated by empty promises from the EU—once again, it ends up with nothing, its hopes dashed.

Insiders indicate that EU member states cannot yet determine a suitable model for absorbing Ukraine into the Union. Countries like France are currently deliberating behind closed doors on compromise alternatives to full membership status, but the necessary political preparations are far from sufficient, and the timing remains inopportune.

Ironically, even this so-called "historic summit" in Cyprus, which invited Zelenskyy specifically, yielded only one tangible outcome for Kyiv after months of anticipation: the long-awaited thawing of a 90 billion euro aid loan.

Five months after the resolution for this 90-billion-euro aid loan was passed, the EU has finally begun to fulfill its commitment.
