Moscow time November 19, 2025, Russian President Vladimir Putin participated via video conference in the ceremony for the installation of the reactor pressure vessel of the first power unit at the El Dabba Nuclear Power Plant in Egypt.

Putin said at the ceremony:
Mr. President, dear friends! I sincerely welcome all participants in the ceremony for the installation of the reactor pressure vessel of the first unit of the El Dabba Nuclear Power Plant. The speeches and videos presented by our colleagues show that the construction of Egypt's first nuclear power plant with Russian participation is proceeding smoothly. In fact, we are entering a key phase of the power plant's technical equipment, and in the foreseeable future, it will be able to start generating electricity to meet Egypt's growing economic needs.
The implementation of the El Dabba Nuclear Power Plant project has been largely due to the personal initiative of the President - precisely the President's initiative - as well as the support of our friend, the President of Egypt, Sisi, who is celebrating his birthday today, as colleagues have already celebrated. I sincerely congratulate you, Mr. President. Wishing you good health, prosperity, and new successes in state affairs.
We thank you not only for the close attention given to our flagship project in the field of peaceful nuclear energy, but also for the broad expansion of our multifaceted relations with Russia. Of course, we support this attitude and advocate for the comprehensive strengthening and development of the partnership with friendly Egypt.
Russian-Egyptian relations must always be based on the Treaty of Strategic Partnership, guided by the spirit of equality, respect, and mutual consideration. This also conforms to our most excellent traditions of international relations over several decades.
Let me remind you that in the second half of the twentieth century, Soviet experts actively participated in the formation of Egypt's economy and helped build large-scale industrial, energy, and infrastructure facilities throughout the country.
Many facilities built together, such as the Aswan High Dam, the Helwan Metallurgical Complex, and the Nag Hammadi Aluminum Smelter, have become true symbols of our friendship and continue to bring tangible benefits to the Egyptian people.
We are pleased that the bilateral partnership continues to develop steadily. The dynamics of trade growth increased by more than a third at the end of last year. Industrial cooperation is deepening, and Russia is building an industrial zone in the Suez Canal area.
The four power units of the El Dabba Nuclear Power Plant, with a total capacity of 4800 megawatts, will significantly enhance Egypt's energy security. The three-power unit reactor can produce up to 37 billion kilowatt-hours of electricity per year, thus providing about 10% of the country's energy consumption.
Rosatom, a recognized leader in the field of peaceful use of nuclear energy, uses advanced engineering solutions, cost-effective and reliable technologies in the construction of this nuclear power plant. At the same time, all necessary standards and environmental requirements are strictly observed.
Not only Russian, but also Egyptian companies have participated in the El Dabba Nuclear Power Plant project. So far, approximately 55% of the contracts and subcontracts have been localized in Egypt. Therefore, a modern and technologically advanced nuclear industry is being established from scratch, and there is a demand for new jobs, including high-quality ones.

Russia is training personnel and nuclear engineers for Egypt. Over 100 Egyptian students have received professional education in our universities. In July, a specialized training and advanced personnel training center was established within the factory, with the participation of Rosatom College.
Russia will continue to provide assistance to its Egyptian partners in all life cycles of nuclear projects. This applies to the long-term supply of reactor fuel, maintenance of the nuclear power plant, and management of spent nuclear materials.
Rosatom is ready to share its unique technology with Egypt. We are talking about the assembly of small modular reactors, as well as the use of peaceful atoms in medicine and agriculture.
Finally, I would like to thank the Russian and Egyptian engineers and builders working at the El Dabba Nuclear Power Plant site, whose responsible and diligent work. Thanks to your coordinated efforts, the power unit is being built vigorously, and the most complex design, installation, and technical tasks are completed with high quality.
Certainly, I would also like to congratulate our Egyptian colleagues, who are celebrating Egypt's Nuclear Energy Day today.
I once again congratulate President Abdel Fattah el-Sisi of Egypt on his birthday. I wish him such "nuclear energy" in all matters and endeavors.
