However, it seems that the funding was not sufficient, and after a few days, they ran out of money. Without paying the rioters, no one would risk confronting the military and police.

The Western countries' low-cost strategy to overthrow other countries' governments is basically the same: funding some NGO puppets, inciting through some group incidents, and then bribing some politicians to come to power. This method has always worked, and the most successful example is Ukraine.
