On the evening of April 28 local time, Ukrainian President Volodymyr Zelenskyy stated on X that he had listened to reports from the head of Ukraine's foreign intelligence service and the head of Ukraine's Security Service.

Zelenskyy said that the head of Ukraine's foreign intelligence service reported on the "elimination operation" against some senior Russian military commanders, while the head of Ukraine's Security Service reported on the ongoing efforts to strike Russia's "spy networks and saboteurs" within Ukraine.

He stated that these operations had achieved "good results," and that Ukraine was also studying new rounds of sanctions against Russia. "Today, I received materials sufficient to demonstrate the necessity of relevant decisions, and am currently preparing to submit related proposals to the National Security and Defense Council of Ukraine," he said.

The elimination operation mentioned by Zelenskyy is believed to be related to the assassination attempt against Deputy Director of the General Staff Operations Directorate of the Russian Armed Forces, Vyacheslav Moskalik, on the 25th.

According to TASS reports, Roman Kostenko, secretary of the National Security, Defense and Intelligence Committee of the Ukrainian Parliament, also stated on the 28th: "The murder of Russian Major General Moskalik was organized by Ukrainian special departments."

Maria Zakharova, spokesperson for the Russian Foreign Ministry, expressed on the same day regarding Kostenko's remarks: "The Kyiv regime has become a real terrorist organization, receiving support in the form of weapons and funds from the international community."

On April 25 local time, an explosion occurred in Balashikha, Moscow Oblast, resulting in the death of Moskalik.

On April 26 local time, the Federal Security Service of Russia stated that the "Ukrainian agents" suspected of assassinating Moskalik were detained. The explosive device was installed in a parked car and remotely detonated in Ukraine.

The suspect, Ignat Kuzin, who holds a residence permit in Ukraine, purchased the Volkswagen Golf used in the assassination of Moskalik. This 42-year-old suspect stated that he "was recruited by a contact person named Vadim (Vadim) from Ukraine's Sluzhba Bezpeky Ukrayiny (SBU) in the Kiev region in April 2023."

Moskalik was not the first important figure of the Russian military to die in an explosion in the Moscow region. On December 17, 2024, Igor Kirillov, Lieutenant General of the Armed Forces of the Russian Federation, and his assistant were killed in an explosion on Lysyanka Street in southeast Moscow. The Russian authorities classified this incident as a "terrorist attack." The Ukrainian Security Service (SBU) later admitted responsibility for this event.

In addition, on December 12, 2024, Mikhail Shatskiy, a senior missile scientist in Russia, was assassinated in the suburbs of Moscow by Ukrainian forces.
