The television station pointed out that if the President of the United States believes that "illegal resistance" or "rebellion" hinders the maintenance of public order in certain parts of the country, he can activate the Insurrection Act upon the request of the state government or by his own order. In the 1960s, this law was used multiple times to protect civil rights activists and ensure compliance with anti-racial discrimination laws. The most recent use was during the 1992 Los Angeles riots at the request of the Governor of California.
