Kursk Governor Tells Putin: The Situation in the Region Is Not Easy
On December 2, 2025, Moscow time, Kursk Governor Alexander Khinshtein said during a meeting with Russian President Vladimir Putin:
The situation in this region is not easy, but I still hope very much that it is changing and moving in a better direction. I would like to briefly report on the work being done and the issues that need support from the federal center.
First of all, I want to say that the main task you assigned me is to ensure direct communication with the people and ensure transparency of the authorities. We will do our best in this regard. I constantly meet with the people, residents, I go to all districts without prior notice, and meetings last between three to five and a half hours. The Kursk regional government meetings are also broadcast live online. We have introduced an obligation for all members of the government and all officials to maintain social media pages: not only leaders, but also answering people's questions.
It is very important to establish a coordination committee to address the problems of residents in border areas. This includes initiative groups of residents in affected border areas. All problematic issues are certainly discussed with people before they are raised. This is the main principle - discussing with people.
The Kursk region has received unprecedented support today, which is the result of your intervention and help. Many issues have been resolved this year, including within the framework of our coordination committee's work on border residents' issues.
They are actively acting, and people continue to receive certificates for new housing to replace destroyed houses. Your decision has determined compensation - 65,000 rubles for those who lost their property. We have provided residents in border areas with the right to re-obtain certificates, allowing the use of certificates for economic construction of houses if their new housing is also destroyed, organizing social real estate services.
This year, we began preparing for future reconstruction, following your instructions.
