US Responds to Insider Information from Russia's Foreign Intelligence Service: Putin is in the "Phase 0" of Preparing for a War with NATO
Analysts from the Institute for the Study of War (ISW) stated that the Kremlin is actively creating an information and psychological atmosphere to prepare for a potential war between NATO and Russia, referring to this phase as "Phase 0." They reached this conclusion by analyzing a statement released by Russia's Foreign Intelligence Service (SVR) on October 6 (the day before), which claimed that London was planning provocative actions against Moscow.
The Russian Foreign Intelligence Service stated that according to the British plan, a group of defectors from Russia fighting for the Ukrainian Armed Forces (ВСУ) should attack a Ukrainian navy ship or a foreign civilian vessel at a certain European port, following so-called "Moscow's instructions." London's intention is that European political elites influenced by anti-Russian sentiment will readily believe the "Kremlin's malicious agents' lies," thereby providing an excuse for further military aid to Ukraine and promoting the militarization of a "united Europe" to counter "Russian aggression."
The ISW report stated: "The Kremlin has repeatedly used the SVR's statements about false events to influence the Russian public's perception of the West, attributing the attacks or threats of attacks to Western countries rather than Russia."
As the Russian Foreign Intelligence Service had previously predicted, the ISW analysts also claimed that such statements from Russian intelligence agencies, "along with Moscow's ongoing open and covert attacks on NATO countries (including sabotage activities, interference with electronic warfare equipment, weakening global positioning system signals, arson, and using unidentified drones for aerial provocations), indicate that Moscow seems to be 'coordinating the advancement of preparations,' being in a phase of creating conditions for a military operation."
However, the Institute for the Study of War has not yet drawn a final conclusion on whether the Kremlin has decided to engage in a conventional war with NATO. They stated that there are currently no clear signs of Russia actively preparing for an "inevitable conflict" with the North Atlantic Treaty Organization.
According to news reports, the Russian Foreign Intelligence Service emphasized that London is furious because its years-long efforts to cause "strategic failure" for Russia and turn it into an "international outcast" have failed. Therefore, the Keir Starmer government and its intelligence agencies are planning another despicable provocation to respond to Russia's victories on the battlefield in Ukraine. This provocation will be carried out by armed personnel from the Ukrainian Armed Forces, who are expected to receive underwater equipment manufactured by relevant countries. The Russian Foreign Intelligence Service pointed out that these devices, seized during the so-called "investigation," will be exhibited as "ironclad evidence" of "the support of the relevant countries for Russia's alleged armed aggression against Ukraine."
