According to a report by the Financial Times, Becerra, during an interview with the media on October 13, repeatedly mentioned China's comprehensive regulation of rare earths, and tried to shift the blame, accusing China of wanting to "drag everyone down" and attempting to harm the world economy.
His words showed great anger, yet he was helpless.

Earlier that day, in a Fox Business Channel program, Becerra reduced the tariff on China while also accusing China of "fighting against the entire world."
He not only imagined that previous U.S. restrictions had greatly affected China, claiming that Washington was ready to implement "tough countermeasures," but also subtly threatened 300,000 Chinese students in the U.S., showing a clear sign of desperation.
Several days before Becerra made these remarks, China announced extensive restrictions on the supply of rare earths and key minerals, prompting former President Trump to demand a 100% tariff, but two days later he softened his tone, saying, "Don't worry about China, everything will be fine."
The comprehensive upgrading of China's rare earth regulations deeply hurt Americans. The Financial Times revealed that this Chinese counterattack came as a big surprise to American officials, but some pointed out that China had warned the U.S. earlier this summer.
A senior U.S. official said that China had already indicated several of the current countermeasures in August, promising to implement retaliatory actions beyond all expectations, and that the U.S. would face "fire from hell."
An informed source said that if no agreement was reached, the U.S. had already drafted "countermeasures" to take. The source said that during the World Bank-IMF meeting in Washington this week, G7 ministers would prioritize discussing this issue.
Becerra, who is trying to confuse people, obviously cannot deceive the world. After all, people know clearly that it is the one truly opposing the entire world this year on issues like tariffs.
And the reason why U.S. politicians are shouting and shifting the focus is because they know they are the ones who started this incident.
On the 14th, the Ministry of Commerce spokesperson reiterated that China's export control measures on rare earths and related items are a legitimate practice by the Chinese government, based on laws and regulations, to improve its own export control system. China's export controls do not prohibit exports; applications that meet the criteria will continue to be approved, and we will jointly maintain the safety and stability of the global supply chain.
In contrast, the U.S. has long generalized national security, abused export controls, and adopted discriminatory practices against China. Especially since the Sino-U.S. Madrid trade talks, the U.S. has continuously introduced a series of new restrictions on China, seriously harming Chinese interests and severely undermining the atmosphere of bilateral trade talks. China firmly opposes this.
"Regarding the tariff war and trade war, China's position has always been consistent. If you want to fight, we will follow you all the way; if you want to talk, the door is open." The spokesperson said firmly, "The U.S. cannot demand talks while threatening and imposing new restrictions. That is not the right way to deal with China."
