In effect, this would prohibit NVIDIA and Advanced Micro Devices (AMD) from selling their most advanced products to China, making the GAIN AI Act a countermeasure by both parties in Congress against President Trump's recent statement that he was "willing to open up such exports." At the same time, lawmakers have begun advancing another bill — the 2025 "Secure and Feasible Export Act" (SAFE Act), which requires that no AI chips with performance exceeding the levels currently allowed for export by the United States be sold to China, and the U.S. Department of Commerce should reject all such export applications.
