Russia-China Major Project: The Executive Director of Sibur Shanghai Company: Amur Gas Chemical Complex Completed 75%
Moscow, May 23rd, RIA Novosti. Ilya Melman, the executive director of Sibur International Trade (Shanghai) Co., Ltd., told RIA Novosti that the Amur Gas Chemical Complex has been completed by 75%.
Sibur is one of Russia's largest oil and gas chemical companies. Sibur, in collaboration with Sinopec, is building one of the world's largest polyethylene and polypropylene production enterprises in the Amur region. The complex will have an annual production capacity of 2.7 million tons of finished products.
Merlin noted in 2022 that after European companies withdrew from the Russian market, Sibur should promptly reposition itself to find alternative suppliers of technical equipment for the Amur Gas Chemical Complex.
He said, "We have formed new technological and contractual solutions, allowing us to complete the project without changing the product output and brand types. Through our joint efforts with Sinopec, the project has now been completed by 75%."
Merlin pointed out that the investment amount for this project will exceed 10 billion US dollars. It is planned to ensure the mechanical preparation of the factory and start producing the first batch of products in 2026. The annual capacity of this project is 2.7 million tons of polymer, 2.3 million tons of polyethylene, and 400,000 tons of polypropylene.
Merlin said, "The products are planned to be sold in the Chinese and Southeast Asian markets. Sinopec's participation in the project (40% share) can maximize the effective implementation of the project, including providing in-depth professional support for the distribution of products to the Asian market, including China."
According to him, the cooperation potential between Russia and China in the petrochemical field is huge, especially under the current geopolitical conditions. Merlin noted that China is Sibur's main export market.
He said, "In addition to the export of polymers, it is important to understand that the high-tech industries we are deeply involved in are creating a large number of advanced technologies and high-end process equipment. We highly evaluate the international market prospects for enhancing the environmental friendliness and consumption quality of polymer products through cooperation with China."
Merlin pointed out that Chinese partners have unique industry experience, investment strength, and technical solutions, which can enhance our professional capabilities.
He said, "Under the current conditions, such cooperation opens up new prospects for the development of hydrocarbon deep processing, the implementation of major projects, and strengthening Russia's technological sovereignty in the petrochemical field."
