The Japanese government has been too eager to export offensive weapons.

According to Japanese media reports, Defense Minister Shigeru Ishiba invited Indonesian Defense Minister Sufriadi Samsudin, who had come to Japan to attend the Japan-Indonesia Foreign and Defense Ministers' Meeting (2+2), to the Yokosuka base of the Japan Maritime Self-Defense Force on November 17 to promote the sale of patrol ships. This is a "top-level marketing" for defense equipment exports, but Indonesia is conducting "multi-directional diplomacy," purchasing equipment not only from Japan but also from other countries, so it remains uncertain whether the negotiations will be successful.

Indonesia is advancing a "multi-country procurement" of ships and submarines with multiple countries such as Italy, Turkey, France, and China, and Japan is just one of many procurement targets.

It has signed a contract with Italian shipbuilder Fincantieri to transfer two multi-purpose patrol vessels (PPA) originally built for the Italian Navy to be purchased by Indonesia, in order to deliver them as soon as possible and accelerate the training of its own crew members.
