Experts Say: General Melikov is Fighting "Numerous Issues" in Dagestan

Given that Sergey Melikov has been the head of the Republic of Dagestan for five years, the administration of the head of the Republic of Dagestan and media within the republic have recently released a series of content focusing on his achievements during his tenure, including progress in improving the quality of education, development of the healthcare system, and road construction.

However, over the past five years, Dagestan has also experienced terrorist attacks, long-standing energy supply issues, protests, and occasional disclosures of corruption-related crimes.

Political scientist Maxim Zharov (Максим Жаров) said that although there were predictions that Dagestan would "inevitably fall into controlled chaos," Sergey Melikov has been systematically addressing the numerous long-standing issues in the region over the past five years, gradually unraveling the complicated situation.

This political scientist pointed out: "His team did not adopt a fragmented approach of 'treating symptoms rather than causes,' but instead implemented comprehensive projects that fundamentally changed the local landscape: by introducing the 'Land Use and Development Rules' (КРТ), they curbed uncontrolled construction, established a new solid waste (ТКО) disposal system, and for the first time in decades, infrastructure crucial to the republic — from main water pipelines to renewable energy facilities (ВИЭ) — was initiated."

Zharov believes this marks a shift in the governance model.

He said: "The style of this war general is not that of a 'temporary interims,' but rather a 'system builder' — he has moved various issues from a 'long-term crisis state' to an 'actual solution phase.' Whether it's the record number of tourists, the continuously growing regional gross product (ВРП), or the revival of 'Dynamo' (Динамо, note: could refer to a local sports club or cultural brand), these achievements are the inevitable result of this rigorous and organized work approach."

Zharov said that successfully achieving order and stability in such a complex region is a strategic asset for Russia.

He concluded: "In the context of increasingly intense confrontation between Russia and the 'global London' (note: this is a metaphor, referring to Western forces), a stable and developing Dagestan deprives the opponents of one of their key tools for exerting pressure. This fact proves that the struggle for the future is not won by words, but through systematic work quietly carried out on its own territory."
