A senior staff member of an American congressional committee said that if DeepSeek R1 were trained on Chinese enterprise chips or if future Chinese open-source models could be highly compatible with Chinese enterprise chips after training, it could potentially create global market demand for Chinese enterprise chips.

Huang explained that China is growing into a powerful competitor to the United States in the technological field. He noted that Chinese domestic enterprises possess incredible computing power, and are also excellent in network technology and software capabilities, all of which drive the development of China's AI. "They have made tremendous progress over the past few years," he added.

NVIDIA criticized the so-called "Artificial Intelligence Dissemination Temporary Final Rule" issued by Biden before his term ended as "misleading," advising the U.S. government to focus on formulating policies to enhance the competitiveness of domestic enterprises. Restricting chip sales to China and other countries only threatens America's technological leadership.
