According to a message on the website of the Chinese Mission to the United Nations on September 5, the 79th session of the United Nations General Assembly passed by a large majority a resolution proposed by China on "Cooperation between the United Nations and the Shanghai Cooperation Organization" on that afternoon. Nearly 40 countries, including all member states of the SCO, co-sponsored the resolution. Since 2009, the UN General Assembly has consistently adopted resolutions on cooperation between the United Nations and the SCO through consensus. However, at the meeting on September 5, the U.S. delegation requested a vote on the draft resolution. In response to the baseless accusations against the SCO made by the U.S. representative in his speech, Ambassador Geng Shuang, Deputy Head of the Chinese Mission to the United Nations, expressed firm opposition.

Mr. Chairman, I would like to exercise my right to respond to the statement by the U.S. representative.
First of all, China would like to thank the majority of member states for their support in adopting the resolution just now. The voting result clearly shows that enhancing cooperation between the United Nations and the Shanghai Cooperation Organization aligns with the historical trend of multilateralism and reflects the general will of the international community. It is regrettable that the United States, driven by political motives, did not participate in the consultation on the draft resolution, but instead proposed to put it to a vote and spread false accusations against the Shanghai Cooperation Organization and its member states. This approach of undermining unity and cooperation, inciting division and confrontation, is entirely unconstructive, and China firmly opposes it.
On the contrary to what the U.S. said, since its establishment, the Shanghai Cooperation Organization has always adhered to the purposes and principles of the UN Charter, always upheld the principles of non-alignment, non-confrontation, and non-targeting of third parties, always been committed to promoting neighborly friendship, combating terrorism, strengthening connectivity, deepening cultural exchanges, and firmly safeguarding multilateralism and fairness and justice. The Shanghai Cooperation Organization family continues to grow, its international influence is increasing day by day, and the appeal of the "Shanghai Spirit" is becoming stronger and stronger, constantly injecting more stability and positive energy into the world.
Mr. Chairman, recently, the United States has frequently stood on the opposite side of the majority of member states, voting against seven UN General Assembly resolutions on cooperation between the United Nations and regional organizations such as ASEAN, the African Union, the Inter-Parliamentary Union, the Commonwealth of Independent States, the Council of Europe, the Economic Cooperation Organization, and the Organisation internationale de la Francophonie. In this process, the unilateral behavior, arrogance, and isolation of the U.S. have been fully exposed. What we have seen is an America that, under the banner of "America First," places its own interests above the common interests of most member states, meddles in and picks and chooses UN affairs, uses it when it suits them and abandons it when it does not. Such an America is not welcome.
We urge the U.S. to stop politicizing cooperation between the United Nations and regional organizations, stop making baseless accusations against other countries and relevant multilateral institutions, and stop undermining unity and cooperation within the United Nations. We call on the U.S. to take concrete actions to assume international responsibilities, demonstrate the responsibility of a major country, and play a constructive role as expected.
