According to Reuters, the CEO of American semiconductor giant NVIDIA, Huang Renxun, announced on the 28th that discussions have begun with the White House regarding the sale of the next-generation high-performance GPU "Blackwell" to China. However, this discussion will take time, and it is said that only a version with reduced performance may be allowed for sale.
In an interview with Fox Business News, he said, "The discussion takes time, but President Trump understands that building artificial intelligence on the foundation of American technology is very important for the United States to win the artificial intelligence competition."
President Trump suggested on the 11th that if the simplified version has 30-50% lower performance than the regular version, it might be allowed to be sold to China.
However, there has been concern within the U.S. government about China using American artificial intelligence technology for military purposes. Hardliners in the U.S. government are generally cautious, believing that even chips with limited performance could serve as a stepping stone for China to obtain advanced computing capabilities from the United States.
NVIDIA reached an agreement with the Trump administration to pay 15% of the sales revenue of the AI semiconductor "H20" to the U.S. government in exchange for an export license, but the profit forecast for the period of August to October released on the 27th does not include shipments to China.
Mr. Huang Renxun said he has not yet received any orders for H20 from China.
When asked whether Trump also needs to agree to the sale of Blackwell to China, he said he would prepare to respond.
"I don't know if it's 'yes' or 'no,' but in the end, being able to sell in China is in the best interests of the world, our country, and ourselves," he said, "I am willing to do anything to get approval to sell in China."
Mr. Huang Renxun expressed his view that the Chinese AI market is worth $50 billion for NVIDIA, saying, "I hope to return (to the Chinese market) and be able to handle most of the $50 billion."
