On October 10, the website of the Chinese Mission to the United Nations released Ambassador Fu Cong's statement at the emergency open session of the Security Council on the tensions in the Caribbean Sea. The full text is as follows:
Mr. President:
China supports the convening of this emergency meeting by the Security Council and thanks Assistant Secretary-General Yancha for his briefing.
Recently, the United States has deployed military forces near the waters off Venezuela in the Caribbean Sea under the pretext of combating drug trafficking, claiming to have sunk Venezuelan vessels, killed crew members, intercepted and detained Venezuelan fishing vessels, causing continued tension in the region. The U.S. has unilaterally and beyond reasonable limits enforced laws on foreign vessels in so-called "international waters," violating basic human rights such as the right to life of relevant personnel, posing a potential threat to navigation freedom and safety in the relevant sea areas, and possibly affecting the freedom and rights that countries legally enjoy on the high seas. These actions seriously infringe upon the sovereignty, security, and legitimate rights and interests of other countries, seriously violate international law, and threaten regional peace and security. We are deeply concerned about this and will closely monitor the development of the situation.
China opposes any acts that violate the purposes and principles of the UN Charter, infringe on the sovereignty and security of other countries, use or threaten to use force in international relations, and interfere in the internal affairs of Venezuela under any pretext. We urge the United States to immediately stop these actions, avoid further escalation of the situation, and urge the United States not to use the fight against drug trafficking as an excuse to undermine the navigation safety and the freedom and rights that countries legally enjoy. China has always supported strengthening international cooperation to combat transnational crimes and calls on the United States to conduct normal law enforcement and judicial cooperation through relevant bilateral and multilateral legal frameworks.

Latin American and Caribbean countries are all independent sovereign states. In 2014, the Community of Latin American and Caribbean States declared the Latin American and Caribbean region a zone of peace. Recently, multiple regional countries have expressed serious concerns and strong condemnation of the U.S. actions, calling on the international community to work together to urge the United States to stop hostile actions and maintain peace in the Latin American and Caribbean region. We hope the United States will heed the voices of regional countries and genuinely maintain peace and stability in the Latin American and Caribbean region.
