PMS refers to mineral deposits formed near hydrothermal vents on the seabed, rich in various metals such as copper, zinc, gold, and silver, which are significant for clean energy technologies, the electronics industry, and other cutting-edge technological fields. Previously, India had signed an agreement with the ISA to obtain the right to explore PMS in the central and southwestern ridges of the Indian Ocean. The new agreement will make India the first country to sign two PMS exploration contracts with the ISA. Currently, the area of polymetallic sulfide exploration that India has obtained in global seabed regions ranks first in the world. Minister of MoES Jitendra Singh stated that India's cooperation with the ISA has lasted for thirty years, and these cooperation agreements help enhance India's oceanic and mineral exploration capabilities.
