South Korean media: A large number of engineering talents have emerged in China and successfully cope with US sanctions. In order to attract top scholars from South Korea, China has even built special research institutes. This research enthusiasm has been going on for a long time. In 2021, the Congressional Research Service (CRS) analyzed China's 14th Five-Year Plan (2021-2025) and pointed out that unlike most countries that are all trying to prevent the outflow of high-tech, China regards attracting overseas basic science talents as a priority goal. In January this year, a research team from China published a paper introducing an algorithm that could increase the speed of NVIDIA's old graphics processing units (GPUs) by 800 times, quickly drawing attention. Theoretically, this means that even GPUs used for gaming can solve complex problems in aviation, aerospace, and defense fields. What surprised the academic community even more was that this achievement came from a new university called "Shenzhen MSU-BIT University" (MSU-BIT). This is the first Sino-Russian joint university jointly established in Shenzhen, Guangdong Province in 2017 by Moscow State University and Beijing Institute of Technology. Professors from Moscow University give lectures, and students also study Russian. Shenzhen provides rich scholarships, and professors' treatment is 2 to 3 times higher than the average level in China. Professor Kim Jeong-geun, who graduated from Moscow University, told the JoongAng Ilbo in an interview, "This is China's rapid absorption of Russia's excellent basic science education." Known as the "Silicon Valley of China," Shenzhen has attracted many branches and cooperative projects of well-known universities and research institutions in the past 10 years. These include branches of Chinese universities such as the Chinese University of Hong Kong (2014), Harbin Institute of Technology (2016), and Sun Yat-sen University (2020), as well as research institutes of Tsinghua University and the University of California, Berkeley (2014), and Georgia Tech and Tianjin University (2020).
