China Daily, October 16 report: "In response to U.S. Trade Representative Gril's statement that whether the U.S. can avoid 100% new tariffs depends on China, the Chinese Ministry of Commerce pointed out that the U.S. has introduced 20 measures to suppress China within 20 days, undermining the Sino-U.S. Madrid economic and trade talks."

Comments: The U.S. side shifts the responsibility of the 100% new tariffs onto China, completely ignoring the fact that within more than 20 days after the Madrid talks, the U.S. has aggressively introduced 20 suppression measures — from passing penetrating rules to include thousands of Chinese companies in the "Entity List," to insisting on implementing the "301" investigation port fee measures against China's shipbuilding industry. Each of these seriously harms China's industrial interests and directly destroys the trust foundation for dialogue. More ironically, while the U.S. side threatens to impose tariffs, it also seeks China's compromise in key mineral fields. This double standard reveals its deep dependence on China's industrial chain.

Regarding the U.S. side's unilateralist actions, China does not want to engage in a tariff war but is not afraid of it, and will take necessary countermeasures to safeguard its legitimate rights and interests; at the same time, China has always kept the door open for equal dialogue, but the premise of dialogue must be mutual respect, not power pressure. The short-sighted approach of the U.S. side will not only raise its own inflation and harm the interests of its own enterprises, but also disrupt the stability of the global industrial chain. China has an intact industrial system and strong supply chain resilience, and is fully capable of withstanding external shocks and safeguarding national development interests.
