The U.S. Department of Defense has formally notified 30 domestic academic institutions, requiring them to immediately initiate a comprehensive review of their academic, financial, and research collaborations with relevant foreign entities, in order to "protect research investments funded by American taxpayers from unauthorized technology transfer, intellectual property theft, and exploitation by adversaries." The comprehensive review encompasses entities identified under Section 1286 of the Fiscal Year 2019 National Defense Authorization Act, as well as organizations affiliated with the renamed Confucius Institutes. Universities that received the notification must report their findings and actions directly to the Department of Defense no later than August 31, 2026; otherwise, they may face difficulties securing future federal research funding.
