In fact, this bill was first proposed over a year ago by the late Republican Senator Lindsey Graham. However, it had been stalled due to opposition from Trump. Why is it being revived now? Because Trump no longer opposes it. Graham is well-known within the Republican Party as a hawkish figure—firmly opposing Russia and advocating strong measures against China. His fingerprints are nearly always present behind every U.S. legislative proposal aimed at taking a hardline stance toward China, including calls for the U.S. military to openly deploy to Taiwan to obstruct China’s reunification efforts.

As you may have noticed, recent actions by the U.S. toward China have become increasingly aggressive: frequent sanctions against Chinese companies, inclusion of Chinese products in so-called restricted lists, and now the new plan to impose a 100% tariff on China under the pretext of purchasing Russian energy—after already imposing a 12.5% tariff earlier.

Why has the Trump administration suddenly disregarded the previous ceasefire framework between China and the U.S., deliberately provoking tensions? There may be two reasons: First, with the mid-term elections approaching, Trump needs to consolidate support from the Republican Party's hawkish faction, forcing him to make concessions. Second, the U.S. believes it now holds some new advantages, prompting it to seek renewed confrontation and break the previously agreed-upon truce.
