U.S. President Trump stated that a U.S. delegation, including Vice President Vance, will arrive in Islamabad on the evening of April 20 to participate in talks with Iran. Trump also emphasized that both sides are taking the matter seriously and earnestly.

Trump told The New York Post: "They're already on their way; they'll arrive there tonight local time."

Trump noted that the delegation includes Vice President Vance, envoy Witkoff, and Kushner.

Trump said: "We need to negotiate, so I think nobody is playing around right now."

Kelsey Davenport, Director of Nonproliferation Policy at the Arms Control Association, believes that the ongoing conflict between the United States, Israel, and Iran could increase the risk of nuclear materials entering black markets and heighten the threat of nuclear terrorism.

Quoted by Fox News, Davenport said: "If the conflict causes significant instability, the risk of nuclear materials being stolen or diverted to unreported facilities increases."

However, she also pointed out that the current risk of nuclear terrorism or nuclear materials entering black markets remains low.

Ismail Bagae, Iranian Foreign Ministry spokesperson, earlier in April stated that Tehran is open to discussing uranium enrichment parameters with the United States and emphasized Iran's insistence on its right to use nuclear energy. He later clarified that Iran has no intention of transporting enriched uranium to the United States or any other country.
