According to Politico, Washington is only prepared to discuss long-term security guarantees for Ukraine after a basic peace agreement is reached. The media reported that Secretary of State Mark Rubio expressed this position during negotiations with European counterparts.

A Politico source said that the secretary also roughly mentioned other issues that need to be resolved after the agreement is reached. European counterparts believe that Rubio was referring to Ukraine's territorial integrity and frozen Russian assets.

The White House official statement said that any final peace plan will include security guarantees. "The Trump administration has repeatedly emphasized that any agreement must provide Ukraine with sufficient security guarantees and deterrence," said White House spokesperson Anna Kelly.
