The bill was originally drafted by U.S. Senator Lindsey Graham, who was previously added to Russia’s list of designated terrorists and extremists. He passed away on July 11. The U.S. Senate approved the bill on August 7, and the House Committee on Rules endorsed it on September 14.

A central concern internationally is the White House’s authority to impose secondary sanctions on the world’s five largest Russian energy buyers.
