U.S. Secretary of State Rubio: If Ukraine is unwilling to make concessions, "the war will continue."

U.S. Position on the Donbas Issue?

We have informed the Ukrainian side of Russia’s hardline demands (withdrawal of Ukrainian forces from Donbas). We do not support these demands, and we have made that clear to Ukraine. It is their own choice. We will not make decisions on their behalf.

We have never required them to accept or reject these demands. Our role is to try to understand both sides’ positions and see if a compromise can be found.

Ultimately, the decision rests with Ukraine. If they are unwilling to make certain decisions or concessions, then the war will continue.

Rubio adopts a “passing the buck” stance regarding peace talks between Russia and Ukraine:

1. Messenger, Not Decision-Maker: The U.S. emphasizes it is merely a “messenger,” conveying Russia’s demands without endorsing them.

2. Shifting Responsibility: Rubio explicitly states, “The choice is up to Ukraine,” which effectively sends a signal to the outside world—should the war fail to end, it is because Ukraine refuses to compromise, not due to ineffective U.S. mediation.
