The evaluation was conducted from four core indicators: overall vehicle energy efficiency, power system, air conditioning, and charging. Among them, Baojun Enjoying Realm, BYD QinLEV, Volkswagen ID.3, Volkswagen ID.4X, Volkswagen ID.7 VIZZION, Arcfox Alpha T5, Zeekr 7X, LeDao L60, Changan Qiyuan A07, Xiaopeng MONA M03, and Xiaopeng P7+ passed the "Level One Energy Efficiency" certification, with a pass rate exceeding 90%.

Wang Jiang, deputy secretary of the Party Committee, director, and general manager of the China Quality Certification Center, stated that the cost per kilometer for level one energy efficiency vehicles is only 1/10 that of gasoline vehicles. At the same time, this system promotes technological iteration through quantifiable indicators, helping automakers transition from "parameter competition" to "real energy efficiency competition."
Bao Huanhuan, secretary-general of the Energy Efficiency Professional Alliance and general manager of the Overseas Business Division of China Automotive Technology Research Institute, stated that a series of issues worth improvement were discovered during this test.
In terms of driving energy efficiency, all tested models have reached level one standards, but in high-speed scenarios, the average energy consumption per 100 kilometers is 20.7 kWh, leaving room for further optimization;
In terms of air conditioning energy efficiency, the average power of air conditioners still falls short of the target value set in the "Energy Saving Roadmap 3.0" for 2030 (800W);
In terms of drive energy efficiency, the average efficiency range of the power system is between 79% and 88%, with an overall average reaching 85%. The work point efficiency of some models under small and medium pedal openings needs improvement;
In terms of charging energy efficiency, the energy utilization rate of battery systems generally remains between 88% and 96%; the AC charging efficiency ranges from 91% to 98%, showing some dispersion.
Under the guidance of green development and high-quality development strategies, the automotive industry is moving towards more efficient and energy-saving directions. In May 2024, the State Council issued the "2024-2025 Energy Conservation and Carbon Emission Reduction Action Plan." The plan points out the need to accelerate the revision of energy conservation standards, expand their coverage, and strive to reduce the carbon dioxide emission intensity in the transportation sector by 5% compared to 2020 by the end of 2025.
Under the guidance of the Certification Supervision Department of the National Market Supervision and Administration总局 and the China Association of Automobile Manufacturers, the Energy Efficiency Professional Alliance was established and unveiled on September 3, 2024, initiated by China Automotive Technology Research Institute and the China Quality Certification Center.
The Energy Efficiency Professional Alliance focuses on core areas such as energy efficiency development, carbon evaluation management, testing, and certification, promoting industry technological innovation and high-quality development. The energy efficiency grading system quantitatively evaluates vehicle energy consumption levels, providing transparent purchasing references for consumers while encouraging automakers to optimize their technology routes.
Liu Anmin, deputy secretary of the Party Committee, director, and general manager of China Automotive Technology Research Institute, pointed out that breaking through the binding issues of resource and environmental constraints and promoting economic structural transformation are essential requirements for achieving sustainable high-quality development. The energy efficiency management of new energy vehicles can play an active role in guiding the green development of the industry.
According to expert estimates, if 60 million level one energy efficiency pure electric vehicles are put into use, they could save 286,652.8 billion MWh of electricity over ten years (equivalent to the annual electricity consumption of 7.962 million households), reduce coal consumption by 85.995 million tons, reduce carbon dioxide emissions by 153.816 million tons, and have ecological benefits equivalent to the forest carbon sink capacity of 5.7 Changbai Mountains.
Jiang said that currently, the Energy Efficiency Professional Alliance has started research on hybrid electric vehicle energy efficiency grading and commercial vehicle energy efficiency grading, and will build a testing system covering the entire industrial chain in the future.
