Ministry of Commerce and General Administration of Customs: Starting from January 1 next year, export licenses will be required for certain steel products.

According to a message on the website of the Ministry of Commerce on December 12, the Ministry of Commerce and the General Administration of Customs have announced the implementation of an export license system for certain steel products. The full text is as follows:

Based on laws, administrative regulations, and rules such as the "Law of the People's Republic of China on Foreign Trade" and the "Regulations on the Administration of Import and Export of Goods", the Ministry of Commerce and the General Administration of Customs have decided to adjust the "List of Goods Subject to Export License Management (2025)" (hereinafter referred to as the "List"). The relevant matters are hereby announced as follows:

First, some steel products (see the attachment) will be included in the List.

Second, foreign trade operators exporting the aforementioned goods shall apply for an export license by presenting the export contract for the goods and the quality inspection certificate of the product issued by the manufacturer. The Ministry of Commerce, the provincial-level local (provinces, autonomous regions, municipalities directly under the Central Government, and cities with separate planning status, as well as the Xinjiang Production and Construction Corps) commerce authorities entrusted by the Ministry of Commerce, and the commerce authorities of some sub-provincial cities (Shenyang City, Changchun City, Harbin City, Nanjing City, Wuhan City, Guangzhou City, Chengdu City, Xi'an City) will issue export licenses according to their respective responsibilities. For enterprises under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council located in Beijing, the export license will be issued by the Licensing Bureau of the Ministry of Commerce. For other enterprises, the export license will be issued by the provincial-level local commerce authorities or the commerce authorities of the sub-provincial cities where the enterprise is located. Other unmentioned matters shall be handled in accordance with the announcement No. 65 of 2024 issued by the Ministry of Commerce and the General Administration of Customs.

Third, this announcement will take effect from January 1, 2026.
