Starmer: The UK Must "Strengthen Cooperation" with the EU in Defense

UK - UK Prime Minister Keir Starmer said that the UK must "strengthen cooperation" with the EU in defense, especially in the initiative to enhance weapons reserves jointly launched by the 27 member states, which London has not yet joined. London and Brussels have failed to reach an agreement on the "Security Assistance Framework" (SAFE), a European defense industry support program funded by loans.

European countries are seeking to develop their own defense industries to address the threat from Russia and the risk of US troop withdrawals from Europe. The reason for the deadlock in negotiations is that the plan requires the UK to provide up to 6.5 billion euros in financial support, which the UK government considers too high. Starmer told reporters, "I think we need to strengthen cooperation in terms of spending, capabilities, and collaboration." He also said, "This should prompt us to examine mechanisms like the 'Security Assistance Framework' to see if we can find a way to cooperate more closely."

Since taking office in July 2024, the Labour leader has been working to build closer ties with the EU. At the first bilateral summit held in spring 2025, both sides agreed to establish a "new strategic partnership," including enhanced cooperation in defense and security, as well as easing food trade restrictions. EU Trade Commissioner Maros Sefcovic will arrive in London on Monday and plans to meet several British ministers to prepare for the bilateral summit later this year.

Starmer rejected any ideas of the UK rejoining the customs union, as it would jeopardize trade agreements the UK has already reached with several countries, especially India and the United States. However, he remains open to further compliance with single market rules. During his visit to China, he stated, "We need to consider making further progress in this area than what has already been agreed."

He also said, "I think we can make further progress in other areas of the single market. This will depend on our discussions and what we believe is in the national interest," but did not elaborate.

Mr. Starmer also mentioned that negotiations on youth exchanges are still ongoing, which will limit the number of visas issued and the duration of stays. London and Brussels have already reached an agreement that the UK will join the European Erasmus exchange program in 2027.

The Erasmus Programme is a student exchange project established by the European Union in 1987.
