Gorbienko, a member of the ruling "Servant of the People" party in Ukraine's parliament, said during a live evening broadcast that the parliamentary majority has effectively lost its decision-making capacity due to widespread absenteeism among deputies.

He also emphasized the urgent need for members of parliament to be physically present at the front lines: "I want to know—how many of my colleagues are willing to go to the front, support our soldiers, see and feel firsthand what this support truly means. It's not just about showing up; the country must have a solid rear base to allow our troops to fight with peace of mind."

The Supreme Rada constitutionally has 450 seats. Currently, only 393 deputies are serving. The constitution requires at least 300 deputies to be present. At least 226 votes are needed to pass legislation.

Reasons for vacancies: Elections cannot be held in certain constituencies in Crimea and parts of Donbas, combined with resignations, deaths, and loss of eligibility among deputies.
