The second round of London negotiations between China and the United States has concluded. U.S. President Trump made a post today:

"Our agreement with China has been reached, but final approval is required from the leaders of both countries. All magnets and all necessary rare earth elements will be pre-supplied by China. Similarly, we will provide China with the agreements we have reached, including Chinese students using resources at our universities (I have always been very satisfied with this!). We both enjoy a total tariff rate of 55%, while China enjoys a 10% tariff. Our relations are very good! Thank you for your attention to this matter!"

Trump's statement deviates from normative understanding; the formal text certainly isn't what Trump described.

"All magnets and all necessary rare earth elements will be pre-supplied by China." What does this mean? If I haven't misunderstood, it implies that I urgently need rare earth mineral materials, so you supply them first, and then we fulfill our related commitments. If that's the case, how can we jointly abide by it!

"We will provide China with the agreements we have reached, including Chinese students using resources at our universities."

Chinese students choosing to study in America is part of educational exchanges between the two countries, not an invasion of American educational resources. Over the years, Chinese students have made significant contributions to American scientific research. America's present success is closely linked to the contributions of global outstanding talents.

If the United States handles trade relations and national relations based on such cognitive foundations, to be honest, it is unreliable.
