Japan's government plans to invest 180 trillion yen in R&D funding over the next five years

Japanese media reported on March 14 that in the "Seventh Basic Plan for Science and Technology Innovation" which serves as the science and technology policy guidelines for the fiscal years 2026-2030, the Japanese government has set a goal: the government will invest a total of 60 trillion yen over five years, plus private sector investment, resulting in a total public-private R&D investment of 180 trillion yen (approximately 7.8 trillion Chinese yuan). The Japanese government is coordinating with the ruling party and others, and plans to finalize it at the cabinet meeting by the end of this month.

Amid the ongoing decline in Japan's scientific research capabilities, ensuring the required investment amount for revitalization has become an issue. The previous sixth plan (for the fiscal years 2021-2025) had proposed a public-private R&D investment target of 120 trillion yen, but the actual performance is expected to fall far short of the target.

The seventh plan will strive to achieve the investment target through measures such as operational income subsidies for government university funds and R&D tax incentives.
