[Ulmeyurov Sets Deadline for Russia to Submit "Ceasefire Memorandum"]
On May 28, Ukraine's Defense Minister Ulmeyurov stated that Ukraine had submitted a memorandum clarifying its stance on the ceasefire to the Russian side. The Russian side now needs at least four days to submit its own ceasefire proposal document to Kyiv.
Ulmeyurov said, "They have received the document. We confirm that Ukraine is willing to achieve comprehensive unconditional ceasefire and advance subsequent diplomatic work. We do not object to meeting with the Russian side, but we expect them to submit the 'memorandum' to ensure that the talks have substantive content and truly push for the end of the war."
Ulmeyurov emphasized that the Russian side still has at least four days to submit proposals: "Before the delegation sets off, the Russian side still has at least four days to submit documents for our study." He mentioned that the Russian side had previously promised to submit the memorandum immediately after exchanging documents, and called on the Russian side to "stop attempts to disrupt the talks, diplomacy must be pragmatic, and the new meeting should yield results."
During the Istanbul negotiations on May 16, both sides agreed to write down possible ceasefire solutions in writing. Afterwards, Putin claimed, after speaking with Trump, that Russia would prepare a memorandum involving future peace treaties. The Russian side proposed holding the second round of ceasefire negotiations in Istanbul on June 2 (Monday).
