Regarding the source countries of international students, India remained the largest contributor with 30,640 Indian students, a decrease of 30.8%. The number of Chinese students ranked second, with over 10,000 students from China receiving study permits in the first quarter of 2025, including 9,465 students from mainland China, a decrease of 22.4%. Additionally, 765 students came from the Hong Kong Special Administrative Region, a decrease of 40%.

In terms of permanent residents (PR), Canada approved 104,110 PRs in the first quarter of 2025, a reduction of 17,670 compared to the same period in 2024, a decrease of 14.5%.

The highest number of PRs still came from India, with 31,635 in the first quarter, a decrease of 16.6%. The Philippines ranked second with 7,155 PRs, a decrease of 10.5%.
