After the U.S.-Russia plan, another U.S.-Ukraine plan has come, and the situation in Ukraine has been changing unpredictably, making it hard to understand.
According to RIA Novosti and TASS, on November 24 local time, Russian presidential aide Ushakov responded, stating that Russia had learned of the "peace plan" proposed by Europe and Ukraine. After an initial assessment, the plan was "not constructive and not applicable to Russia."
"This morning, we learned about Europe's proposal," Ushakov told reporters, "At first glance, this plan is completely unconstructive and does not conform to our Russian interests..."
At the same time, Ushakov mentioned the confusion from the U.S. information. He said, "Rubio said 'completely satisfied' with the U.S.-Ukraine talks. But he also said the plan had 28 points and also 26 points... the content was very complicated. In addition, there were many speculations."

Ushakov also spoke to reporters about the previous "28-point peace plan" proposed by the U.S. and Russia.
"In addition to what the President (Putin) said, I would like to emphasize again one point," Ushakov said, "We have seen this version of the plan, but no one has yet engaged in any specific negotiations with Russia on it." He pointed out that each point of the plan needs detailed discussion by all parties.

The main contents include requiring Ukraine to give up territory in the eastern Donbas region, limiting the size of the Ukrainian army to 600,000, incorporating into the Ukrainian constitution the clause that Ukraine will never join NATO, and inviting Russia to rejoin G8.
